Resumen. Durante los cuatro años del mandato del Presidente Mauricio Macri entre 2016 y 2019, la televisión digital terrestre en Argentina sufrió un proceso de retrocesos entre ellos disminución de la oferta de canales y contenidos, el desfinanciemiento de la infraestructura, al punto que el 85% de las antenas retransmisoras tuvieron algún tipo de problema de funcionamiento por falta de mantenimiento, y en consecuencia la opción digital perdió gran parte de su audiencia. Asimismo, el 2019 era el año señalado para completar el proceso de encendido digital y fue postergado. Hoy, más allá de los efectos de la crisis económica producto de la pandemia, el Estado decidió reinvertir para para recuperar la infraestructura deteriorada, y plantea un plan de mejoras en la integración de canales y la producción de contenidos. El desafío por construir una alternativa a la televisión paga y la multiplicación de los servicios OTT, reinstala en Argentina los debates por una nueva televisión digital.

Resumen: La investigación que se presenta es una recopilación de proyectos que se han desarrollado en Ecuador, en el contexto de la Televisión Digital Terrestre interactiva. Se desarrolló una exploración bibliográfica para recopilar un grupo de experiencias definiendo un conjunto de criterios de análisis a considerar en cada uno de los estudios explorados tales como tipos de servicios, enfoques e interactividad, de manera tal conocer su estado y evolución.

Abstract. Since 2016, in Ecuador the broadcast tests of the EWBS emergency alert system for digital terrestrial television have been carried out with the ISDB-tb standard. The authors of this article implemented an EWBS server that allows modifying the transport stream for digital television that generates the emergency area codes and edits the superimpose text message that will appear on the receiver screen once the receiver is activated. To better manage emergency alerts, a centralized system was implemented through a spatial data infrastructure on the WEB that includes a standardized format for emergency alert management, called CAP. Once the proposal is complete, it is necessary to identify the transmission and reception protocols, where it is essential to define the transmission mode and the type of receivers. In the first case, it is necessary to define if a single television channel will send the emergency alert or will involve multiple channels, which affects the type of receiver that will be used. To support the solution that would involve a single station, it is possible to choose receivers that forward or replicate the emergency alert. For this reason, this article presents the design proposal of a receiver that replicates the emergency alert through an institutional telephone exchange, implementing an IP telephony server that receives the EWBS system and replicates it to landlines and mobile phones connected to it.

Abstract. The interactive services of Cuban Digital Terrestrial Television offer useful information to viewers within reach of their TV: news, programming schedule, the weather and other dissimilar proposals. Currently the processes to ensure the operation of interactive services in Cuba require a complex and expensive hardware and software infrastructure, in addition to the personnel to ensure tasks that could actually be executed automatically. In addition, the service provider has the obligation to pay licenses for the use of proprietary software that limits its modification to adapt it to the real needs. To solve the identified problems, a new solution is presented that gets the interactivity data locally or consuming REST services, packages the data complying with the DVB standard, and delivers the TS following two methods: by IP/UDP and to a modulation device. The complete process was tested at the laboratory level and its proper functioning was verified in several available STBs and in the analysis of the formed TS following the standard. The software called PaqTVC+ is multiplatform, sovereign and requires few resources for its operation so it can be used as a practical tool in Cuban DTT and opens up new possibilities for its development.

Abstract. Advances in information technologies (IT) are achieving technological convergence in most scenarios of everyday life. Computing systems from the cloud to mobile phones and wearable devices connect to each other to provide people with interactive content and a wide variety of services that are presented in different representation formats. However, these advantages are not fully exploited and each application scenario, such as digital television and smart rooms, uses different computing devices that increase dependence on foreign suppliers, increase production or marketing costs and cannot be reused in other similar scenarios or to expand their possibilities and lengthen their period of obsolescence. This situation is further aggravated in our context of a blocked country and besieged by the United States of America. The medical equipment and tourism industries are current examples of these limitations by not being able to buy electronic supplies, see limited their marketing or not being able to offer greater comfort of IT services to their customers. From this situation, this work aims to identify possible computing modules that can adapt to different scenarios by modular coupling of expansion interfaces to achieve connection with different peripherals (such as: USB, RF input and RCA output, HDMI output, Ethernet interface, WiFi and others). The different scenarios proposed at the beginning are: vital medical parameters monitor, digital terrestrial television decoder (two models: one minimalist with very basic functions and another improved with minicomputer functionalities), smart room, precision agriculture and others. As a result of technological convergence, software components can be reused to develop human computer inter- activity in various emerging technological scenarios in our country in a continuity of the present work.
